Motor Vehicles Act, 1988–Secs. 66 & 166–Motor Vehicles Rules, 1989–Rule 137–Offending vehicle was a tanker of diesel–Plea of Insurance Company that the driver was not having the perfect driving licence–At the time of the accident, tanker was emptied and there was no hazardous goods in it–Driver was holding the licence for driving the heavy motor vehicle–Held, the appellant-Insurance Company cannot escape from paying the liability of compensation on this ground.
