Rajasthan Minor Mineral (Concession) Rules, 2017–Rule14–Order of debarring the petitioner from participating in e-auction for the period of five years–Petitioner was the highest bidder but he failed to deposit the requisite amount of bid within fifteen days–Failure to compliance the provisions of Rule 14(10)–Letter of intent has already been issued in favour of the second bidder–Interference declined in the case of the auction–However, notice uuder Rule 14 was not given to petitioner before blacklisting him–Impugned order of blacklisting is quashed and set aside.
