Prevention of Corruption Act, 1988–Secs. 13(1)(e) & 13(2)–FIR for the offence–In the initial investigation, no case of disproportionate assets was found–Second Investigation Officer also found that there is no case of assets more than income–FIR was lodged in the year 2009 and the investigation remained pending for 12 years–Delay is not attributable to the petitioner–It violates the constitutional rights of petitioner–Proceedings are liable to be quashed.
