Penal Code, 1860–Secs. 415 & 420–Constitution of offence–Allegation of preparing the false document (report) knowing the fact that it was not correct–State Govt. moved the matter ahead relying on the report–If the correct situation had been informed, the State Govt. must have been omitted to move forward to grant the permission–Merely because the State Govt. is a juristic person, it cannot be argued that it has no reputation–Essentially a case under the second part of the definition of Sec. 415 is made out–Declined to quash the FIR.
