Right to Information Act, 2005–Sec. 7(i) & 7(5), Proviso–Certified copy of answer book–Charge of Rs. 1000/- by way of imposition of condition–Whether justified ?–Held, no–Provisions of Act have overriding effect over any other law for the time being in force–Charging of exorbitant fees Rs. 1000/- for the purpose of providing copy of answer book is not conformity with the object and purpose of Act and same is ill-intended attempt to discourage the students from seeking certified copies of answer books–Order set aside and respondent-University is directed to provide the certified copy of answer book as per the provisions of Act.
