Narcotic Drugs & Psychotropic Substance Act, 1985–Sec. 21–Scope–Determination of sentence–Even if the law does not require the percentage of the pure substance to be mentioned in the FSL report, yet in its absence, the Court is kept in the dark when it comes to the sentencing of the accused– Without proving the quantity, Court will not be in the position to know whether accused should be punished under clause (a),(b) and (c) of Sec. 21.
