ground that the gram panchayat was not impleaded as respondent party where the petitioner rendered the service on the post of Asst. Secretary–Zila Parishad and Panchayat Samiti were impleaded as party and Gram Panchayat is situated under their jurisdiction–Labour Court shirked from its responsibility to adjudicate the dispute on merits–Impugned order set aside and matter remanded back for deciding afresh.
