Narcotic Drugs & Psychotropic Substances Act, 1985–Sec. 8/15(c)–Conviction–Proper Section–Fifteen bags of contraband poppy straw were recovered from the possession of appellants–Some part of the substance was separated from each bag and then it was mixed and two samples of 1 kg. each were collected from the admixture–Seizure Officer was required to draw one sample in duplicate from each beg–If he had any difficulty in drawing the sample from each bag, then he was required to give reasons in writing for
following the procedure–It would not be safe to convict the appellants for commercial quantity–Conviction deserves to be altered u/s. 8/15(b).
